Community Payback Order: Programme

Interventions suitable for

Moving Forward: Making Changes is a groupwork programme for adult males convicted of sexual offences and is a programme requirement of a Community Payback Order.

National programme available in all local authority areas. Currently under review.

Possible Outcomes

The aim of all programmes delivered are to reduce the likelihood of further offending, gain insight into offending behaviour and assist the individual to develop risk management strategies. A Keep Safe Plan is developed and learning gained during the programme continues to be revisited and maintenance sessions offered post completion of group by Supervising Officer.

Process for Assessment and/or inclusion in scheme/intervention

Before a programme requirement can be imposed, the Court must be informed through the Criminal Justice Social Work Report of the individual’s eligibility and suitability for the programme, the programme availability and confirmation that the programme provider has agreed to the individual’s participation.

Suitable for males aged 16 and upward convicted of domestic abuse related offences.

Details of all Specific national or local scheme/intervention(s) available

A national accredited programme of intervention. The assessment of suitability is based on consideration of risk, needs and readiness with targeting of men who:

  • Have a clear pattern of domestic abuse or coercively controlling behaviour
  • Are assessed as presenting a moderate or high risk of serious physical harm or imminent further intimate partner violence (based on use of SARA risk assessment tool)
  • Are deemed by the assessor to be at moderate or high risk of non-physical but harmful coercively controlling behaviour
  • Have assessed criminogenic needs on which to focus the intervention
  • Are viewed as being potentially responsive to programmed intervention (which includes group work).
  • This will include some men who show a very low level of accountability but are able to identify some aspect of their behaviour in their relationship which they are unhappy with.
