Moving Forward Making Changes: Working with Convicted Registered Sex Offenders

A national programme delivered in Dundee according to agreed programme standards. This is primarily a group work programme but can be delivered on an individual basis. 2021 update: Moving Forward Making Changes continued to be delivered throughout the covid period. There were periods when public health guidelines led to groupwork being suspended but individual and 2:1 delivery continued. Increased use of telephone and video contact has been used alongside a prioritized frequency of face to face contact. Groupwork re-started in 2020 after the initial lockdown and again in 2021 after the second lock down at a reduced staff to client ratio to maintain social distancing. Changes to public health guidance anticipated for August 2021 may change the ratio and a local update will be supplied to Dundee Sheriff court. Due to the adjustments made it is not anticipated that any individual sentenced to complete Moving Forward Making Changes will need extra time due to public health measures.

Possible Outcomes

Programme work with convicted Registered Sex Offenders.

Process for Assessment and/or inclusion in scheme/intervention

Joint assessment by Tay project and Community Justice Scotland. Moving Forward Making Changes is not recommended for those assessed to be low risk. Depending on assessment of risk Moving Forward Making Changes can be suitable for both those who have committed contact offences and those who have viewed internet material.

Caledonian and Respect

Caledonian is a National accredited programme; as such it is delivered according to a set formula which includes preparation for group and group work. Respect is derived from Caledonian but is not linked to a national oversight body. Because of this it can be delivered with some greater flexibility and may be offered for those assessed as unsuitable for Caledonian. 2021 update: both Caledonian and Respect programme work has continued throughout the covid period. There were times when groupwork was suspended but individual work continued, using a prioritized mixture of face to face and telephone contact. Groupwork restarted in 2020 after the initial lockdown and again in 2021 after the second lock down at a reduced ratio of staff to clients. Support to female partners and ex-partners and children continued as well.

Possible Outcomes

Programme work regarding Domestic abuse. Caledonian is primarily delivered through group work and Respect is individual work.

Process for Assessment and/or inclusion in scheme/intervention

Joint assessment by Caledonian staff and Community Justice Scotland. Assessment of Domestic Abuse offences normally involves completion of SARA (Spousal Abuse Risk assessment) which considers evidence of patterns of behaviour, including reference to non-convicted behaviour. Within Caledonian assessments victim information, including direct contact with the victim, where consent is given, is sought.

Living Wild Personal Development Programme

Living Wild (mixed gender) 16-40-year olds.
Next Steps (women only) 16-65-year-olds.
Positive Futures (ex-military service personnel) 16-65-year-olds.

Possible Outcomes

A main focus on Behavioural & Attitudinal change whilst supporting lifestyle changes in Health & Wellbeing and where appropriate a plan to re-engage with employment, educational and or Training opportunities.

Process for Assessment and/or inclusion in scheme/intervention

Sheriffs can request an assessment from Venture Trust (usually at the Criminal Justice Social Work Reports stage). and when the court is considering a community disposal such as a Community Payback Order-Drug Treatment and Testing Order (CPO-DTTO) and a Structured Deferred Sentence (SDS). A venture trust programme can be added to a Community Payback Order as a programme requirement Level 1. Supervision Requirement – Level 2 or a Level 3 is any other activity.
Once directed by the Sheriff, the clerk would make available the citation documentation and any supporting background information on the offender to assist the assessment for a Venture trust programme. The clerk’s office or court social worker can fill in basic details, electronically add the citation documentation and then this can be sent to the secure address https://crm.venturetrust.org.uk/referral-form. On receipt of documentation a worker will be allocated to the case/meet and assess the offender and report back to the clerk of court prior to the date set for the offender’s case to be disposed of.
