CJS Evidence to Committee on Pre-Budget Scrutiny

On 9 October 2024, CJS Chief Executive Karyn McCluskey appeared in front of the Criminal Justice Committee of the Scottish Parliament to give evidence to inform their scrutiny of the proposed 2025/26 budget and in turn their recommendations to the Cabinet Secretary.
CJS prepared this evidence submission to support the Committee’s analysis, setting out an analysis of the present crisis across the justice system and highlighting key areas which require a whole-system approach in order to drive improvement:
- Tackle prolific offending so that people with multiple disadvantages who are revolving through the justice system receive enhanced and targeted support to address their needs and the root causes of their offending,
- Smarter justice, which takes advantage of early opportunities to redirect the flow of people away from prison and toward community-based solutions,
- Developing a strategic centre where national partners collaborate in joint information sharing, data development and analysis to inform targeted resource allocation.
